My guess is the current BIOS favors passive vs active thermal management. I've been pleased with the laptop thus far. I have the I7 for the 16gb RAM and went with the 4k monitor as well.
I was getting a fair amount of thermal throttling; after trying a few different thermal compounds and adding a thermal pad, that has gotten much better as well. I've posted some additional info on my setup here.
Edit: I did a clean install of 10 Enterprise. I didnt use any of the drivers off of Dell's website all done via Windows update. I did use an old version of Thunderbolt Control Center from Dell as the latest wont install for me via the Microsoft Store. I'm coming from a with 4K screen, the 4K definitely has more color saturation but on a 13" laptop that's about the only benefit I can see. The 4K also comes with a significant battery impact and shows fingerprints.

AFAIK one should be able to adjust the power limits using ThrottleStop, which can also be used for undervolting which tends to improve thermals A LOT, especially with higher package power. Nevertheless don't mention it to Dell support, because a case of denied support because of undervolting was reported. Adjusting power limits via ThrottleStop isn't official of course, though there shouldn't be a problem at levels "once official" in BIOS.
Mind checking what the original power limits were in fact there is a higher "short turbo" limit for the first half a minute, and a lower long-term limit afterwards. View solution in original post. I've done two DJ sets so far and I went for over 2 hours without any drop outs or audio glitches. So I am not too familiar with this use but could it be a communication issue between the audio chip and CPU?
Have you tried updating audio drivers? I doubt disabling turbo mode will do anything but throttle your CPU and make matters worse. Have you opened up Task Manager while your playing audio through the notebook? The only familiar connection I have is my wife's audio driver was going nuts after awhile using a lot of CPU percentage and I finally cleanly removed the driver and reinstalled it.
I think it had to do with a driver update that did not properly update. It was like having two drivers for same hardware conflicting with each other. I have updated the drivers to the latest version but I might completely remove it and re install it. I would at this point run the Intel CPU diagnostic tool to see if anything is wrong.
